Before planning construction, verify the ownership of the land and ensure it is free from disputes or legal encumbrances. Obtain a clear title deed and updated Encumbrance Certificate (EC) from the sub-registrar’s office.
Ensure the land is classified for residential use under the local municipal authority’s Master Plan. Construction on agricultural or industrial land requires conversion into residential land by applying to the Revenue Department or Telangana State Industrial Infrastructure Corporation (TSIIC).
For construction within urban limits, apply for permission from the Greater Hyderabad Municipal Corporation (GHMC) or respective municipal body. For rural areas, approvals come from the Gram Panchayat.
Telangana State Building Permission Approval and Self Certification System (TS-bPASS) is an online platform for obtaining building permissions. It streamlines the process for residential projects, making it efficient and transparent.
Depending on your project’s size and location, you might need NOCs from various departments:
Apply to the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB) or the local water board for connection approval.

Once all initial permissions are in place, apply for a Commencement Certificate. This certificate allows you to begin construction legally.
After construction, obtain a Completion Certificate from the concerned authority, verifying that the building adheres to the approved plan. Subsequently, apply for an Occupancy Certificate to confirm the building is ready for use.
